Included welcome plugin, updated install document with new url's for windows ruby installation.

Changes since 2.0.3:
  • The welcome plugin is now packaged correctly. It was missing its subdirectories, which made it display an empty page (an issue, which defeated its purpose).
  • Updated the Windows ruby installer URL in the INSTALL document, because the site had changed its structure.
